Head, Development & Consulting Unit

Muhammed is a management consultant expert with over six years’ experience in strengthening health systems and improving health outcomes in Nigeria. He is passionate about designing and implementing strategic interventions that enhance health financing, systems, and policy frameworks. Muhammed currently heads the Development and Consulting Unit at NOIPolls, where he oversees several large-scale projects, including the HPV Sprint Project, the Nigeria Voice Survey, the Skills Retention Project, the Malaria SNT, the Comprehensive Assessment of MNCHN and Family Planning Services across eight states, the FASTR Project in Nigeria, Ghana, and Sierra Leone, and the Impact Evaluation (IEV) for Polio. 


Before joining NOIPolls, Muhammed led the health financing component of the Northern Nigeria Routine Immunization Systems Strengthening Project (NNRISP) and supported the USAID-funded Health Financing and Health Workforce Grant through solution design and implementation. He also provided technical assistance to the Lafiya states to strengthen their primary health care systems and led a team managing interventions that drive vaccination demand in insecure areas while providing data-driven analysis to guide routine immunization programs in Borno State and across Nigeria. 

Over the years, he has contributed to numerous health systems-strengthening initiatives, from revamping community engagement strategies to improve routine immunization uptake, to strengthening Ministries of Health procurement systems, optimizing essential drug supply chains, and co-designing implementable Minimum Service Packages (MSP) and Costed Annual Operational Plans (AOPs). Muhammed’s leadership and expertise continue to drive impactful, evidence-based health financing solutions and sustainable health systems improvement across Nigeria and beyond.
